Monitoring Desk: Pakistan’s Ambassador to the Russian Federation, Faisal Niaz Tirmizi, met Ambassador Zamir Kabulov at the Ministry of Foreign Affairs of the Russian Federation in Moscow on December 3, 2025.
Kabulov, a veteran diplomat and the Special Envoy of the Russian President for Afghanistan, is widely regarded as one of the most influential Russian voices on South and Central Asian affairs.
The meeting, held at a time of shifting regional dynamics, provided an opportunity for both sides to exchange views on political, security, and strategic developments in Afghanistan, a country whose stability has direct implications for both Pakistan and Russia.
Ambassador Kabulov, well-known in diplomatic circles for his deep understanding of Afghan affairs, has previously served in Pakistan, Afghanistan, and Iran during the peak years of the Soviet–Afghan conflict. His extensive on-ground experience in the region has made him a central figure in Moscow’s policy formulation on Afghanistan and its neighbourhood.
Diplomatic circles indicated that during the interaction, Ambassador-designate Tirmizi reaffirmed Pakistan’s commitment to strengthening dialogue and cooperation with Russia, particularly on issues related to peace, counterterrorism, border security, and the evolving humanitarian situation in Afghanistan and both diplomats underscored the importance of regional collaboration to address the growing security threats emerging from Afghan soil, including transnational terrorism, drug trafficking, and the movement of illegal armed groups.
The meeting also reflected the broader momentum in Pakistan–Russia diplomatic engagement, which has seen consistent improvement in recent years, including collaboration on energy, defence consultations, and regional connectivity projects. Diplomatic circles suggest both sides agreed to continue consultations and maintain close communication on matters of mutual interest.
