ISLAMABAD, Pakistan: A number of civil service personnel have strongly recommended that training should not be generalist as is being done currently but it should provide specific skills required in day to day work.

According to the details, they recommended that training should be provided in the usage of computer filing system and use of IT for quick delivery of work. They also suggested that officers may be trained to conduct meeting in a professional manner taking few minutes to conclude a task rather take hours.

The Ministry of Planning, Development & Reform (MoPDR) will hold a two days National Consultative Workshop on ‘Civil Service Reforms’ on September 14-15, 2015 in Bhurban wherein the recommendations would be floated and important decisions would be taken in this regard.

They also recommended that staff working in grade 1 to 16 are often ignored due to which they are unable to deliver efficiently; hence before entering offices they should be equipped with skills set most useful on the job that’s include patriotism, efficient utilization of resources, controlling wastage, polite public dealing, time management, looking after their health and working conditions and helping their respective ministries to deliver efficiently.

In addition, the civil service personnel suggested that promotion should be purely based on performance instead of time in office and the growth should be on pyramid structure that is few should grow to higher position as is practiced in the arms forces.

They were of the opinion that trainings should be made mandatory for all officers and the frequency of training streams should be increased from three to five to ensure the motivation and involvement of participants.

All public employees must attend 15 days mandatory refresher training every year and Mandatory Trainings should be initiated for promotion in BS-18 to BS-22 and contemporary methods should be adopted in the design, delivery and evaluation of training and personal effectiveness should be imparted to all cadre members.

The Air Chief reiterated his resolve to further enhance the existing bilateral cooperation between the two strategic partners. Commander AFCENT appreciated Pakistan’s efforts in promoting regional peace and vowed to enhance cooperation in the fields of joint training, mutual exercises and military to military collaboration. In a separate meeting, Chief of the Air Staff also called on Field Marshal Shaikh Khalifa bin Ahmed Al Khalifa, Commander-in-Chief of the Bahrain Defence Force.
