Peshawar, Pakistan: The Chief Minister Khyber Pakhtunkhwa (KPK) government Ali Amin Gandapur trampled the rules and regulations and the Supreme Court’s orders under his feet and appointed handpicked cronies by flouting procedure at lucrative posts in the Chief Minister Secretariat.

According to a document available with DND News Agency, despite the decision of the Supreme Court, the non-civil servants of the Local Council Board were also appointed to civil posts.

Moreover, PTI’s favorite officers have been appointed to the important posts reserved for the officers of Provincial Management Services (PMS) and Pakistan Administrative Services (PAS) in the Chief Minister’s Secretariat.

Naseer Ahmed will also be appointed soon as PSO-II of the Chief Minister and PSO I would look after all personal affairs of the CM while PSO II would look after development works in the province including the chief minister’s constituency

Syed Taimur Ali Shah, an employee of the C&W Department, on deputation on March 12, he has been posted as Section Officer Admin in the Chief Minister’s Secretariat. On March 15, Manzoor Nazar Deputy Secretary Naseer Ahmed was transferred to the Chief Minister’s Secretariat, and Arifullah, a grade 17 officer in the Industries Department, was appointed as the Personal Staff Officer (PSO) of the Chief Minister of Khyber Pakhtunkhwa. Sources claim that Naseer Ahmed would also be appointed soon as PSO-II of the Chief Minister and PSO I would look after all personal affairs of the CM while PSO II will look after development works in the province including the chief minister’s constituency. According to the existing documents, delegation can be of civil servant employees to the post of civil servant. Such an officer can be appointed on the deputation post that no one else can hold the same post other than the said officer. The grade of the officer who is brought on deputation to the post is not necessarily equal to the same grade, and the prescribed education is also necessary.

On June 16, 2013, the Registrar of the Supreme Court also sent a letter to the Chief Secretaries of all the provinces to implement the Supreme Court’s decision CRL 89. In light of this decision, no non-civil servant officer can be appointed to the post of civil servant, but even so, non-civil servant has been appointed to the scheduled post. There is a procedure to bring any officer on deputation and a requisition is sent from one department to another department the regulation wing in the Establishment Division (Provincial) gives its opinion on the case, after which the appointment is decided, but appointments mentioned above were done in violation of all the rules and regulations for the appointment of the said officers and the Supreme Court.

When contacted, Barrister Mohammad Ali Saif, the spokesperson of the provincial government, said that appointments in the Chief Minister’s Secretariat are at the discretion of the Chief Minister.
