According to spokesman of Pakistan Foreign Office, Pakistan would provide Consular access for Kulbhushan Jadhav.

Jadhav has been sentenced to death by a court for “espionage and terrorism”.

Pakistan is taking this decision in line with Vienna Convention on Consular relations, ICJ judgement & the laws of Pakistan.

This is the first time that 49-year-old Kulbhushan Jadhav — sentenced to death by a Pakistani military court in April 2017 — will be given consular access.

After repeated requests to Islamabad, India moved to International Court of Justice in Hague suspended death sentence of terrorist Jadhev and directed Pakistan for Consular access for Kulbhushan Jadhav.

In May 2017, India approached the ICJ, asserting that Pakistani authorities were denying India its right of consular access to Jadhav in violation of Vienna Convention.

The ICJ proceedings began in Hague on May 15, 2017 to review the case. India and Pakistan both sent their legal teams to put forward their arguments, led by Harish Salve and Khawar Qureshi respectively. On May 18, 2017, the International Court of Justice stayed the hanging of Kulbhushan Jadhav.

Meanwhile, India media said that India had made it clear on 30 August that they wanted immediate, effective and unrestricted counselor access for Kulbhushan Jadhav.
Earlier, the Pakistan government had decided to give conditional consular access to Kulbhushan Jadhav 11 days after the ICJ decision but India did not accept Pakistan’s offer as it wanted unrestricted consular access.

Foreign Ministry spokesman Ravish Kumar had said that as per the order of the International Court we want unrestricted and speedy counselor access for Jadhav.

It is unclear that access would be restricted or as according to Indian’s demands.
