Monitoring Desk: Mohammad Masood Azhar Alvi who is also known as Mualana Masood Azhar has been listed as terrorist by United Nations Security Council for being associated with Al-Qaida .

According to information available on UN Security Council website, the date on which the narrative summary became available on the Committee’s website is 1 May 2019

Reason for listing:

Mohammad Masood Azhar Alvi was listed on 1 May 2019 pursuant to paragraphs 2 and 4 of resolution 2368 (2017) as being associated with Al-Qaida for “participating in the financing, planning, facilitating, preparing, or perpetrating of acts or activities by, in conjunction with, under the name of, on behalf of, or in support of”, “supplying, selling or transferring arms and related material to”, “recruiting for”, “otherwise supporting acts or activities of”, and “other acts or activities indicating association with”:

Jaish-i-Mohammed (QDe.019).

Additional information:

Mohammad Masood Azhar Alvi founded Jaish-i-Mohammed (QDe.019) (JEM) upon his release from prison in India in 1999.  Azhar was released from prison in exchange for 155 hostages held on an Indian Airlines flight that had been hijacked to Kandahar, Afghanistan. Azhar has also financially supported JEM since its founding.

The UN Security Council listed JEM on October 17, 2001, as being associated with Al-Qaida, Usama bin Laden, and the Taliban for “participating in the financing, planning, facilitating, preparing or perpetrating of acts or activities by, in conjunction with, under the name of, on behalf or in support of”, “supplying, selling or transferring arms and related materiel to” or “otherwise supporting acts or activities of” Al-Qaida (QDe.004), Usama bin Laden and the Taliban.

Azhar is also a former leader of the terrorist group Harakat ul-Mujahidin / HUM (QDe.008), aka Harakat ul-Ansar; most of these groups’ members subsequently joined JEM under Azhar’s leadership.  In 2008, JEM recruitment posters contained a call from Azhar for volunteers to join the fight in Afghanistan against Western forces.

Q: On May 1, the 1267 Committee of the UN Security Council approved the proposal to add Jaish-e-Mohammad chief Masood Azhar to the ISIL and Al-Qaida Sanctions List. What’s your comment?
A: The 1267 Committee of the UN Security Council has detailed criteria for the listing procedures. China always believes that the relevant work should be carried out in an objective, unbiased and professional manner and based on solid evidence and consensus among all parties.
On this listing issue, China has been communicating with relevant parties in a constructive and responsible fashion. Recently, relevant countries revised and re-submitted the materials for the listing proposal to the 1267 Committee. After careful study of the revised materials and taking into consideration the opinions of relevant parties concerned, China does not have objection to the listing proposal.
The proper settlement of the above-mentioned issue again shows that in international counter-terrorism cooperation, we have to uphold the rules and procedures of relevant UN body, follow the principle of mutual respect, resolve differences and build consensus through dialogue, and prevent politicizing technical issues.
I would like to stress that Pakistan has made enormous contributions to fighting terrorism, which deserves the full recognition of the international community. China will continue to firmly support Pakistan’s efforts to combat terrorist and extremist forces.

Question (APP): Does China think that this listing has to do something with Pulwama incident and Kashmir issue considering the fact that this listing proposal was made in the aftermath of Pulwama attack?

Answer: China’s position on the Kashmir issue is clear-cut and consistent. This  is an issue left over from the past between India and Pakistan and should be properly resolved through consultation and negotiation by relevant parties. The approval of the designation of Masood has nothing to do with the Kashmir issue and will not affect China’s position on this issue.

Remarks by the Spokesperson on the UNSC 1267 Listing of Masood Azhar, during the Press Briefing at 1800 hours, 1 May 2019

We have invited you today, on a public holiday, to share Pakistan’s perspective on an issue which has been the subject of much speculation in the recent days. As you are aware, the UNSC 1267 Committee listed Maulana Masood Azhar today. This entails a ban on foreign travel, asset freeze and arms embargo.

You are aware that the listing of Maulana Masood Azhar had been under consideration in the Sanctions Committee for several years, (since 2009). He has been proscribed under Pakistan’s Anti-Terrorism Act for some time, even before his case for listing was taken up by the Sanctions Committee.
The UNSC 1267 Sanctions Committee listing is governed by clear rules and is based on strict technical criteria. All decisions of the Committee are taken through consensus. The Committee procedures allow members to place technical holds to provide additional time for further discussions to reach a common understanding on matters under its consideration. Many members have placed technical holds on various listing proposals
Pakistan has always advocated the need for respecting these technical rules and regulations and has opposed the politicization of the Sanctions Committee. However, the earlier proposals to list Masood Azhar failed to generate the requisite consensus in the Sanctions Committee as the information did not meet its technical criteria. These proposals were aimed at maligning Pakistan and the legitimate struggle of the people of Indian occupied Jammu and Kashmiri for the realization of the right to self-determination and were thus rejected by Pakistan, which has always maintained that resolution of any listing issue should be by consensus, through objective dialogue and consultations, within the 1267 Committee framework and most importantly without politicization.
Over the last few years, many states, including Pakistan have been concerned at an increasing trend of politicization of this Committee, including attempts to include matters that are unrelated to the technical criteria.
In this case as well, we witnessed politically motivated attempts manifested through calculated leaks, particularly in the Indian media, about matters under discussion in the Committee, which are strictly confidential. The current listing proposal has been agreed after all political references, including removal of attempts to link it with Pulwama and maligning the legitimate struggle of the Kashmiris in IOK for realization of the right to self-determination.
Pakistan maintains that terrorism is a menace to the world. This includes the Indian state sponsored terrorism against innocent Kashmiris in IOK, including the inhuman use of pellet guns and human shields which finds no parallel in the civilized world. Indian occupation forces continue to massacre Kashmiris enjoying judicial immunity with impunity through draconian laws. We will continue to provide diplomatic, political and moral support to our Kashmiri brethren.
The Indian media’s attempts to build a narrative claiming it as a ‘victory’ for India and validation of its stance are thus absolutely false and baseless.
Our position is in line with the statements of Prime Minister Khan who clearly stated that there is no space for any proscribed organization or its affiliates to operate from Pakistani territory, our resolve for countering terrorism in all its forms and manifestations and our National Action Plan.

Mushaal Malik seeks global community intervention to end Indian oppression in IIOJK ISLAMABAD: Mushaal Hussein Mullick, wife of an unlawfully incarcerated senior Hurriyat Leader Mohammad Yasin Malik, stated that the supremacist Indian occupation authorities had been committing war crimes and violating international human rights with impunity in Indian Illegally Occupied Jammu and Kashmir (IIOJK) since October 27, 1947 to perpetuate its illegitimate occupation on Kashmir. Speaking at a Kashmir solidarity rally taken out in Islamabad to mark Kashmir Black Day, she said that the people of Kashmir had been enduring the tyrannies of Hindutva regime during the past 77 years but these oppressions and coercive tactics could not dampen their courage. Mushaal, who is also the Chairperson of Peace and Culture Organisation, expressed serious concerns about safety and wellbeing of her jailed husband because the Indian notorious government was hell-bent to silence to most powerful voice of Kashmiri freedom struggle in a fake, fabricated and absurd case. She highlighted that the occupation authorities converted the scenic valley into a garrison city and a killing field, as even Kashmiri children could not go to school right now because parents were imprisoned for their crimes to raise voice of their right to self-determination. However, the Hurriyat leader stated that despite all these hardship and reign of terror unleashed by the brutal forces, Kashmiris remained steadfast struggling for seven decades to break the shackles of Indian slavery. Mushaal went on to say that when the people stand together, freedom can be achieved, with the people's voice, even the mightiest of tyrants can be defeated. The Hurriyat leader stated that people in the occupied valley were not even safe inside their own homes, as bodies of their leaders and loved ones were not returned to them. She highlighted the ordeal faced by Kashmiri leaders, saying Asiya Andrabi held in Tihar Jail, whose health deteriorated alarmingly in jail. She emphasized the importance of remembering this day annually, saying, “Every Pakistani stands in solidarity on this day.” Mushaal encouraged young Pakistanis to launch campaigns through social media, highlighting that Pakistan’s founding leader, Quaid-e-Azam, also placed trust in the power of youth. “You can become our powerful voice today,” she stated, urging them to remain steadfast for Kashmir. Mushaal recalled that India had resettled millions of Indian nationals in the region unlawfully to alter its demographic makeup, aiming to turn it into what she termed a mini-India. She called upon the international community to hold India accountable for its excesses in IIOJK and to support the Kashmiri people's struggle for their inalienable right to self-determination. Mushaal vowed that the people of Kashmir have endured decades of oppression, but their resolve remains unbroken. However, she urged the international community and human rights organizations to shun the double-standard and take note of Indian worst human rights violations so as to resolve the Kashmir dispute once for all in accordance to the aspirations of the people of Kashmir.
