ISLAMABAD, Pakistan: National Database and Registration Authority (NADRA) has blocked 1,36,981 illegal Computerized National Identity Cards (CNIC) during the last five years.

Of the total, the Authority blocked 31,841 CNICs during year 2011, 20,721 CNICs in 2012, 23,830 CNICs in 2013, 23,177 CNICs in 2014 and 37,412 CNICs were blocked during 2015.

According to Ministry of Interior and Narcotics Control here on Wednesday, 372 NADRA employees were allegedly found involved in issuance of illegal CNICs during last five years, out of which 116 were terminated/dismissed from service and disciplinary proceedings were initiated against 256 employees.

The genuine individuals are not blocked by NADRA.

With regard to procedure for blocking and revocation, the Ministry said the individuals found suspect during processing for CNIC are marked “Under Verification” while individuals found doubtful/suspect during internal inquiries/reported by NADRA Vigilance are blocked in relevant categories for further verification.

The other are blocking of CNICs on reports of Intelligence/verifying agencies i.e. Special Branch of Police, IB, ISI, Immigration and passport and Pakistani Foreign Missions/Embassies, referring of cases to Verifying Agencies and  documents verification from issuing authorities.

As per NADRA SOPs, whenever a CNIC is blocked by NADRA, holder of that CNIC is issued legal notice under NADRA ordinance 2000 as per following criteria.

The notice under Section 23 to (suspect/under verification) individuals to call for proof of given particulars and notice under Section 18 to individual reported as Confirmed Alien to show cause why an order under section 18(1) of NADRA ordinance 2000 may not be issued.

Such individual are required to appear before NADRA Verification Board established at Zonal/Regional level and cases are scrutinized by NADRA Verification Board with help of NADRA Vigilance through spot verification.

In case further verification is required cases are referred to following for verification of national status of individual.

These are Joint Verification Committees/Authorized Verifying Agencies and Political Agent (Fata).

On scrutiny, if individuals are found genuine then they are cleared and if found non-national then they are issued with order under section 18(1) & 17(2) for cancellation/confiscation of card, and their CNICs are permanently blocked in NADRA database.
