Government of Pakistan250,000 Children Studying in Islamabad’s Private Educational Institutions

ISLAMABAD, Pakistan: The Senate was informed on Friday that some 250,000 Children were studying in Private Educational Institutions in Islamabad Capital Territory (ICT).

Replying to a question during Question Hour, the State Minister for Capital Administration and Development Division (CADD) Dr Tariq Fazal Chaudhary said that Private Educational Institutions (Registration & Fee Determination) Rules 2016 were framed to register, regulate and determine fee of private educational institutions in the Federal Capital in pursuance of Islamabad Capital Territory Private Educational Institutions (Registration & Regulation) Act 2013.

However, he said that major chains of private educational institutions namely, Beaconhouse School System, the City School, Roots School System, Roots Millennium Schools, Roots International Schools, Headstart School System and Lahore Grammar School challenged these Rules in Islamabad High Court (IHC).

The minister said that in July 2016, the IHC allowed these Petitioners to charge fee on their own till the final decision of the petitions. He said that the IHC further passed restraining orders to the extent of these petitioners that the authority shall not take any coercive measures against them on account of fee increase.

However, the minister said that due to delays in the final judgment on these writ petitions, the authority had filed civil petition for Leave to Appeal (CPLA) in the Supreme Court of Pakistan against the relief to the petitioners as referred above.

Tariq Fazal Chaudhry said that the Supreme Court directed the IHC to dispose of the matter within a period of two weeks, adding that in compliance to orders of the Apex Court, hearing of the case was completed by October 22 and judgment stands reserved.

In reply to another question, he said that there were five federal government hospitals namely PIMS, FGPC, NIRM, FGH and Capital Hospital which were working under administrative control of the CADD ministry.

The minister said that at present the hospitals did not have child psychiatry departments. He said the children were examined in the Islamabad Hospital, Psychiatric OPD of PIMS.

Dr Tariq Fazal said that some 592 teachers in BPS-17 were eligible for time scale promotion in BPS-18 whose ACRs had been completed.

The CADD minister said that a case of 405 teachers was being processed in CADD for holding Departmental Promotion Committee, which was proposed to be held by November. He said that the remaining 187 cases were still under process in Federal Directorate of Education and would be completed shortly.
