DND Report: Former Prime Minister Imran Khan Niazi has a long history of twisting facts and fabricating conversations according to circumstances. He still follows this habit even though he faces several cases of abuse of official power and corruption.

Despite this, he continues to spread venom against state institutions through his media talks and social media networks. As Pakistan deals with criminals, terrorists, vandals, and those who do not respect the law, Imran Khan remains busy inciting hatred against state institutions.

While addressing the Overseas Convention 2025 in April this year, the Army Chief gave a clear message that any activities harming the country would be dealt with an iron hand. He added that both the government and the state are fully united and determined that there is no room for leniency in matters of national security. The Army Chief also clarified the misconception about the concept of a “Hard State” in a very academic and professional manner.

He explained that Pakistan would now become a “Hard State,” meaning that all institutions would function within their constitutional parameters, and the rule of law would be implemented with full force. A few terrorists and troublemakers, he emphasized, cannot defeat the state of Pakistan. He categorically stated that a handful of terrorists cannot obstruct the bright future of Balochistan and Pakistan. Even ten generations of terrorists, he said, cannot harm Pakistan or Balochistan. This speech by Army Chief Field Marshal Syed Asim Munir was indeed a vigorous effort to steer the country toward a positive, strong, and constitutional direction.

However, Imran Khan Niazi has deliberately distorted this concept. His misrepresentation of the academic idea of a “Hard State,” which is well established in sociology, anthropology, and political science, portrays it as “harsh actions of the state.” According to his warped understanding of morality and governance, punishing vandals, terrorists, and criminals is “unfortunate and harsh.” For him, even the Tehrik-e-Taliban Pakistan (TTP) terrorists are innocent and should not be punished. In fact, he invited TTP militants (officially declared as Fitna-e-Khawarij) back from Afghanistan and resettled them across Pakistan along with their families and NATO-grade weapons.

Such behavior is consistent with his personality; a man who curses those who expose his moral lapses rather than feeling remorse. Thus, fabricating conversations and distorting the meaning of “Hard State” is nothing new for him.

All modern theories of governance affirm that the monopoly on the legitimate use of force belongs solely to the state. Whenever the state of Pakistan strives to promote peace and stability, anti-national elements like Imran Khan become active — seemingly to fulfill an agenda directed by external forces — in order to disrupt the state’s efforts to maintain order. His strategy aims to create confirmation bias and cognitive dissonance among the public. His deliberate misrepresentation of Field Marshal Syed Asim Munir’s statement is a clear example of this manipulation.

The term “Hard State” does not imply undue use of force. It refers to a state that does not compromise on law, order, justice, and its own writ. A “Hard State” is not about violence or bullets — it is about ensuring rule of law, refusing to bow before terrorists or chaos, and eliminating the crime-terror nexus on which Imran Khan and his party, PTI, continue to rely.

Imran Niazi’s twisting of the “Hard State” concept is merely a political tactic to attack state institutions. He fears that when the rule of law applies equally to all, his impunity will end.

A state becomes weak when its laws are challenged, its courts are pressured, its police are attacked, and the public is incited against its institutions — all tactics that Imran Khan has repeatedly employed. His fear of a “Hard State” stems from knowing it will not allow him to play havoc with the state’s interests.

The institutions he mockingly calls “shooting forces” are, in fact, those that protect the lives and property of citizens. Blaming them is tantamount to encouraging terrorists and lawless elements.

For Imran Khan Niazi, “Rule of Law” means that law should apply only to others — when it is applied to him, he calls it oppression. This is the height of hypocrisy.

Field Marshal Asim Munir’s vision is of a state where everyone is equal before the law. That is the true spirit of a “Hard State”: a strong, fair, and fearless Pakistan.
