KARACHI, Pakistan: Sindh Chief Minister Syed Qaim Ali Shah has decided to increase the quota of women in government jobs from 5 to 7 percent with immediate effect.

He also directed the Chief Secretary Sindh to implement it strictly.

“It was the dream and mission of our leader Shaheed Mohterma Benazir Bhutto to empower women and my government is committed to fulfill it in true letter and spirit,” he said.

The CM Sindh took this decision while presiding over a meeting of Women Development Department (WDD) here on Monday.

The Chief Minister said that at present the women quota in government jobs is 5 percent.

“This is not enough and it must be at least 7 percent,” he said and directed the chief secretary to ensure its implementation in letter and spirit.

The Chief Minister for women empowerment has decided that in women development department all the vacant positions would be given to women only.

“It is another policy decision that the women development department would fill all their vacant positions from amongst the suitable women candidate. The application of male candidate would not be entertained in WDD,” he directed the chief secretary and secretary Labour.

Secretary WDD, Aijaz Mangi, replying to a question said that his department has constructed a `Working Women Hostel’ in Shaheed Benazirabad for Rs13.2 million.

The scheme has been completed but police have occupied the hostel and a DIG office has been housed there.

Talking about Domestic Violence (Prevention and Protection) Act 2013, the secretary said that rules have been prepared in consultation with the stakeholders and submitted to Law Department for vetting.

Once the rules are approved by the chief minister, the act would be implemented properly, he assured.

Secretary WDD Aijaz said that `Early Child Marriage Restraint Act’ has been passed by Sindh Assembly and now it is in the process of implementation. The rules for the act have also been sent to law department for vetting.

On this, Additional Chief Secretary Aijaz Ali Khan said that Sindh was the first province in the country which has enacted law against child marriage and it has been appreciated widely.

The secretary said that provincial Commission on Status of Women Act 2015 has also been passed by Sindh Assembly on March 2, 2015.

“The commission has to examine the policy, programmes and other measures taken by the government for gender equability, women empowerment, political participation etc,” the secretary said and added that it would also review all provincial laws, rules, regulations, pre-judicial to legitimate interest and right of women.

Chief Secretary Siddique Memon said that `Provincial Home-based Women Worker policy’ is also under process.

“The draft bill has been discussed by the cabinet committee and it would be presented in the assembly very soon,” he assured.

The chief minister said that he had released Rs130 million for developing an Endowment fund to give small loans to women artisan.

The chief secretary said that the fund has been established in Sindh Bank.

“I am personally monitoring to design the application form. Inshallah, the first draw of the loan would be performed by the chief minister in the first week of January,” he vowed.

The secretary also told the chief minister that there was a Day Care Centre with the capacity of 30 kids is working in Karachi.

On this the chief minister said that one centre was not enough.

“We have to facilitate working women/mothers by establishing more centers,” he said and directed the chief secretary to establish such two more centers in Karachi and one in each divisional headquarter and there must be hostels for working women.

Presently, 10 development schemes of the department under ADP 2015-16 are in progress, of them eight are on-going and two are new.

Mushaal Malik seeks global community intervention to end Indian oppression in IIOJK ISLAMABAD: Mushaal Hussein Mullick, wife of an unlawfully incarcerated senior Hurriyat Leader Mohammad Yasin Malik, stated that the supremacist Indian occupation authorities had been committing war crimes and violating international human rights with impunity in Indian Illegally Occupied Jammu and Kashmir (IIOJK) since October 27, 1947 to perpetuate its illegitimate occupation on Kashmir. Speaking at a Kashmir solidarity rally taken out in Islamabad to mark Kashmir Black Day, she said that the people of Kashmir had been enduring the tyrannies of Hindutva regime during the past 77 years but these oppressions and coercive tactics could not dampen their courage. Mushaal, who is also the Chairperson of Peace and Culture Organisation, expressed serious concerns about safety and wellbeing of her jailed husband because the Indian notorious government was hell-bent to silence to most powerful voice of Kashmiri freedom struggle in a fake, fabricated and absurd case. She highlighted that the occupation authorities converted the scenic valley into a garrison city and a killing field, as even Kashmiri children could not go to school right now because parents were imprisoned for their crimes to raise voice of their right to self-determination. However, the Hurriyat leader stated that despite all these hardship and reign of terror unleashed by the brutal forces, Kashmiris remained steadfast struggling for seven decades to break the shackles of Indian slavery. Mushaal went on to say that when the people stand together, freedom can be achieved, with the people's voice, even the mightiest of tyrants can be defeated. The Hurriyat leader stated that people in the occupied valley were not even safe inside their own homes, as bodies of their leaders and loved ones were not returned to them. She highlighted the ordeal faced by Kashmiri leaders, saying Asiya Andrabi held in Tihar Jail, whose health deteriorated alarmingly in jail. She emphasized the importance of remembering this day annually, saying, “Every Pakistani stands in solidarity on this day.” Mushaal encouraged young Pakistanis to launch campaigns through social media, highlighting that Pakistan’s founding leader, Quaid-e-Azam, also placed trust in the power of youth. “You can become our powerful voice today,” she stated, urging them to remain steadfast for Kashmir. Mushaal recalled that India had resettled millions of Indian nationals in the region unlawfully to alter its demographic makeup, aiming to turn it into what she termed a mini-India. She called upon the international community to hold India accountable for its excesses in IIOJK and to support the Kashmiri people's struggle for their inalienable right to self-determination. Mushaal vowed that the people of Kashmir have endured decades of oppression, but their resolve remains unbroken. However, she urged the international community and human rights organizations to shun the double-standard and take note of Indian worst human rights violations so as to resolve the Kashmir dispute once for all in accordance to the aspirations of the people of Kashmir.
