WASHINGTON: The US nuclear and security experts told a Senate hearing on Thursday that Pakistan has taken significant steps to protect its nuclear assets, and the country has a continuing national security interest to develop nuclear weapons in the face of imbalance in conventional weapons with rival India.

The hearing by the Senate Foreign Relations Committee was held to discuss US-Pakistan relations and challenges for US where Dr. Toby Dalton, Co-Director, Nuclear Policy Program, Carnegie Endowment for International Peace; Rober L. Grenier, Chairman ERG Partners, a security firm; and Dr. Daniel Markey,  Senior Research Fellow of Johns Hopkins University appeared as witnesses.

Responding to many negative comments and skepticism expressed by several US Senators, the experts praised efforts Pakistan has taken to protect its nuclear assets and move away from an image which had been created in early 2000 when Dr. A. Q. Khan network came under discussion.

Dr. Dalton observed that nuclear weapon was one area where there was a complete political consensus. He said Pakistani authorities have undertaken fairly significant efforts to make sure that their nuclear assets are well protected.

There is a professional division within the Strategic Planning Division that address security. They are very professional organization. They understand the challenges they faced, they understand the threats they faced.

He said that the country has put in place as good a system as they can, recognizing the challenges and threats it faced.  The nuclear authorities have made sure that that their personnel in the nuclear lab have no sympathy with non-state groups.

Responding to an observation by a Senator, Dr. Dalton said that is information to suggest linkages between Pakistan and North Korea in the past, but after the A.Q Khan network was dismantled in early 2000, most of those suggestions have gone away. There is no accepted public information,  aside from what we see in the Indian media,  to suggest that those linkages are ongoing.

He drew the attention  of the committee to the steps Pakistan has taken since then to put in place a legal framework, export control structure  and checks on scientists to safeguard the nuclear assets. They have demonstrated a desire and intent to make sure that it does not happen again.

Dr. Dalton said that Pakistan understood the “damage the AQ Khan network did to their reputation, and they have a desire that their nuclear program be seen as a legitimate national security tool for the state.

Mr. Grenier, Chairman ERG Partners and a former head of CIA Counter-terrorism Center,  referring to Pakistan alleged ties with North Korea, stated that it was the time, during the 1990s, when Pakistan was heavily sanctioned by the US and looked for help from wherever it could in the face of threats from India.

It is very clear that Pakistan has a continuing national interest in developing nuclear weapons in order to maintain a threat against India, given the fact that there was no way they could possibly match conventional military capability of India, he added. Mr. Grenier observed that in the face of threats, and in the absence of other means, it became an overriding important security goal to get help from wherever they can find.

He urged that it was very important for the United States to maintain some level of engagement with Pakistan. If we treat them as pariah, we force them into a pariah corner, they are likely to behave as a pariah.

US Senator Ed Markey criticized the support of the Obama administration to India to get the membership of the Nuclear Suppliers Group, saying it would further push Pakistan towards producing nuclear material.

The Senator said he was very concerned about the prospects of nuclear war between Pakistan and India.  For Pakistan to increase its nuclear power, he blamed the United States and India, referring to the 2008 nuclear deal between the two countries. The Senator said that at that time he and many others had warned that it would push Pakistan to increase its nuclear arsenal.

He said US relaxing of rules for India to get the NSG membership will not go well with Pakistan.  Dr. Dalton agreed with the Senator that it would be a reason for Pakistan to respond, given their perception that the security environment in the region was worsening.

Mushaal Malik seeks global community intervention to end Indian oppression in IIOJK ISLAMABAD: Mushaal Hussein Mullick, wife of an unlawfully incarcerated senior Hurriyat Leader Mohammad Yasin Malik, stated that the supremacist Indian occupation authorities had been committing war crimes and violating international human rights with impunity in Indian Illegally Occupied Jammu and Kashmir (IIOJK) since October 27, 1947 to perpetuate its illegitimate occupation on Kashmir. Speaking at a Kashmir solidarity rally taken out in Islamabad to mark Kashmir Black Day, she said that the people of Kashmir had been enduring the tyrannies of Hindutva regime during the past 77 years but these oppressions and coercive tactics could not dampen their courage. Mushaal went on to say that when the people stand together, freedom can be achieved, with the people's voice, even the mightiest of tyrants can be defeated. The Hurriyat leader stated that people in the occupied valley were not even safe inside their own homes, as bodies of their leaders and loved ones were not returned to them. She highlighted the ordeal faced by Kashmiri leaders, saying Asiya Andrabi held in Tihar Jail, whose health deteriorated alarmingly in jail. She emphasized the importance of remembering this day annually, saying, “Every Pakistani stands in solidarity on this day.” Mushaal encouraged young Pakistanis to launch campaigns through social media, highlighting that Pakistan’s founding leader, Quaid-e-Azam, also placed trust in the power of youth. “You can become our powerful voice today,” she stated, urging them to remain steadfast for Kashmir. Mushaal recalled that India had resettled millions of Indian nationals in the region unlawfully to alter its demographic makeup, aiming to turn it into what she termed a mini-India. She called upon the international community to hold India accountable for its excesses in IIOJK and to support the Kashmiri people's struggle for their inalienable right to self-determination. Mushaal vowed that the people of Kashmir have endured decades of oppression, but their resolve remains unbroken. However, she urged the international community and human rights organizations to shun the double-standard and take note of Indian worst human rights violations so as to resolve the Kashmir dispute once for all in accordance to the aspirations of the people of Kashmir.
