HeadlinesPakistan Elections 2013: Caretaker government starts working without transparency

ISLAMABAD: Caretaker government in Pakistan that is responsible to clean the system starts working with a dubious character people and violation of rules and procedures. Starting from Asadullah Mandokhel, a contractor of the National Highway Authority has become the ministr of the authority while in open violation of rules and procedures Muhammad Javed Malik grade I officer in National Bank who was working in main Branch Civic centre Melody National Bank has become Staff Officer of Interior Minister in naked violation of rules and procedure.

Political observers are of the view that first week of caretaker government indicates that its journey will not different from any previous government in power.
This is not all that a contractor has been installed as Minister of the same ministry where is working as contractor rather his firm is a defaulter firm of same ministry. Smile please.
Mandokhel is the executive director of M/s Sultan Mehmood and Company and the projects being carried out by him are delayed by several years, well-placed sources in NHA confirmed. The minister was not available for his comments, however, sources close him say there is no connection between his business and his appointment as the caretaker minister.

Moreover, the minister’s company is accused of submitting forged performance bonds to the NHA and has been caught red-handed.

Documents released by local media of Pakistan indicates that M/s Sultan Mehmood and Co is involved in submitting fake insurance guarantees to the NHA to win contracts. Letters issued by the Adamjee Insurance Company Limited titled: ‘Performance Bond-Sultan Mahmood & Co Confirmation of Extension no. 03/p/009/000825/12/2009 & Endt no. 03/PE/000629/12/2010 Extended up to 09-03-2011 for Rs148.451 million including verification Letter No. NHA Actts/GOP/LKBP/10/12/2010 & Letter No. NHA/Larkana-Package-III/2010/396 dated 11-12-2010’ says that the performance guarantees attached by Asadullah Mandokhel’s company have not been issued by Adamjee Insurance Company Limited and the signatures, stamps, vendor from whom bond paper is purchased and witnesses were not authentic. A similar observation has been made on the Performance Bond titled: Performance bond-Sultan Mahmood & Co confirmation of extension no. 03/p/009/000826/12/2009 & Endt no. 03/pe/000630/12/2010 extended up to 09-03-2011 letter no. NHA Accts/GOP/LKBP/10/12/387 dated 10/12/2010.
