Peshawar, Pakistan: Despite spending 141 billion 48 crore rupees on the organization of prevention and recovery from natural disasters during the last five years of power of Pakistan Tehreek-e-Insaf (PTI) in Khyber Pakhtunkhwa, the sensitive districts of the province could not be made safe.
Director General Provincial Disaster Management Authority Muhammad Qaiser Khan has expressed serious reservations about the billions of rupees of the relief fund in the deputy commissioner’s account.
Moreover, objections have also been raised in the Auditor General of Pakistan’s report on large-scale financial corruption in spending huge amounts of money. According to the official documents, billions of rupees were transferred from the provincial government to the accounts of the Deputy Commissioner in violation of rules for providing “timely relief operations and aid as a result of natural calamities” instead of having the money with the provincial disaster management system.
According to the sources, the Director General of PDMA expressed serious concerns about the billions of rupees lying in the account of the Deputy Commissioner across the province and the Director General has raised the question that why billions of rupees are in the deputy commissioner’s account. The audit objections of the amount given to the Deputy Commissioner from the relief fund come to PDMA, while the funds are not distributed fairly and there have been complaints of corruption on a large scale.
According to the documents of the Finance Department, during the year 2018-19, the Provincial Disaster Management Authority (PDMA) and the Rehabilitation and Resettlement Department spent 5 billion 21 crore 70 lakh rupees. In 2019-20, the budget of the department reached 18 billion 25 crore 20 lakh rupees. During 2020-21, the budget increased significantly and reached 49 billion 12 crore rupees. According to the documents, during the year 2021-22, the department spent 42 billion 96 crore 10 lakh rupees and during the year 2022-23, the budget of the department was 25 billion 93 crore 60 lakh rupees.
According to the sources, during the 10-year rule of PTI in the province, nepotism, corruption, and regulations were conducted while hiring the staff for PDMA and rehabilitation and resettlement (PARSA).
