EducationJAC releases Fact Sheet on QAU land issue

ISLAMABAD, Pakistan: The Joint Action Committee compromising of Quaid-i-Azam (QAU) Alumni Association, Academic Staff Association and employees, has released the Fact Sheet on QAU land issue.

According to the document. an area of 1, 709 Acres, 4 Kanals and 12 Marlas, was acquired by the Capital Development Authority (CDA) in 1967-72 for University of Islamabad, (now Quaid-i-Azam University). The said area was allotted by the CDA to the University after full payment. But vacant possession and on-ground demarcation of the said land was not given by the CDA to the University, hence the University has inherited a number of illegal occupants including nine villages spreading on about 298 Acres of Land inside the University Campus, along with continuous threats of illegal encroachment from outside.

Moreover, as per Survey of Pakistan Report 2017, on actual land on ground, there is a deficiency of 152 acres in the University land. Still there is a total short fall of 298+152=450 Acers in University allotted land.

The University has requested the CDA and local administration, a number of times, for on-ground demarcation, provision of vacant possession of University land, for evacuation of all the illegal occupants/encroachers and for completion of its deficient land but no fruitful action has been taken so for.

In the Judgment of Writ Petition No. 109/2017, the Islamabad High Court (IHC) has directed the CDA on 21/10/2020 for on-ground demarcation of the whole land of Quaid-i-Azam University with in one month, but despite court order, no action been taken so for by the CDA.

On the special instructions of the Prime Minister of Pakistan Imran Khan, the present government started an anti-encroachment Operation on 05-01-2019, through the district administration/local police and CDA, to retrieve the QAU encroached land.

The JAC and the University authorities appreciated the said operation and hoped that this long standing issue of the University will be resolved by the present government.

In the said operation, some structures/boundary walls of some houses illegally constructed on University land has been demolished while crops cultivated by locals on about 100+ Acers of university land has been ploughed. But then the operation was stopped/postponed to chalk out some viable solution by the Ministerial Committee, for settlement of the “katchi-abadi” presently occupied on university land. Now after passing of many years, no further action has been taken in this regard to retrieve the University land.

The JAC requested the concerned authorities to intervene in the matter and direct the quarters concerned to retrieve the occupied/encroached land (298-Acers) and direct the CDA to complete the deficiency of 152-Acers in the allotted land of the University.

The JAC also demanded to the administration of QAU to implement decisions of meeting made by National Assembly Standing Committee on Federal Education on 1st June, 2018.
