ISLAMABAD, Pakistan: Capital Development Authority (CDA) and Quaid-e-Azam University (QAU) are at loggershead on the construction of boundary wall by the later.

According to details, keeping in view of current security situation, QAU management started construction of its boundary wall.

The CDA, intervened and forced the QUA to stop construction work on the plea that the apex educational institution had been violating the Master Plan of the Margalla hills.

As per CDA, the QAU had not been constructing the boundary wall according to the demarcation and site plan allotted to the University.

Meanwhile, QAU management said “Capital Development Authority (CDA) will be responsible if any security related incident occurred in university premises”.

CDA Environment Wing is creating hurdles in construction of boundary wall at the back of the university, said Resident Officer and Dean of QAU Dr Waseem while talking to APP here.

He said that back of the university, which is associated with Margalla hills is most vulnerable due to security point of view.

He said the Environment Wing of the Capital’s civic body is reluctant to allow university’s management to construct boundary wall.

Dr Waseem said previously, some efforts were made by the CDA to demarcate land, but due to physical harassment of agency staff by locals occupying the university land, the exercise was never completed.

The university administration and the CDA identified some 18 pockets on the sprawling campus area where old villages are still inhabiting, he added. These villages have yet to be relocated by the authorities.

Replying to a question he said the total length of QAU boundary wall is 590,00 square feet and in Phase-I, it was approved to construct 280,00 sq ft length of the Boundary Wall under the PSDP Project “Expansion Programme of QAU”.

He said the work is in progress and 50% of the boundary wall in the Phase-I has been completed, and cost of Phase-I of the wall is Rs 51.70 million adding that progress of work is slow due to repeated interventions from the CDA.

He said that the construction work on wall had been started from Bari Imam side and it has reached the boys hostel.

When contacted, CDA’s spokesperson Ramzan Sajid said that at the time of the allotment the CDA had handed over the possession of all the allotted land to the QAU.

Therefore, it was the responsibility of the university to build the boundary wall to avoid encroachments. “Despite all these, we are still ready to facilitate the QAU,” he said.

He said that allegations of QAU management against CDA are totally baseless.
