ISLAMABAD, Pakistan: A total of 28,163 employees are working under the federal government’s reserved 5 percent quota for employment of minorities in various positions across the Country; however 3,943 posts of the allocated quote are still lying vacant seats.

According to the details, the number of identified posts lying vacant against the 5% minority quota till June 30, 2020 was 3,943.

Ironically, all the concerned ministries and divisions were written letters on May 20, 2021 to prepare a target-oriented implementation plan with a clear time frame for filling up vacant posts against the 5% minority quota.

However, the ministries, divisions, and departments have not shared any clear time frame to conduct the tests/interviews of the posts advertised or to be advertised for filling up the vacant posts against the 5% minority quota.

It is pertinent to mention here that the federal government has reserved a 05% quota for employment of Minorities to all posts across the board in the federal government services/jobs to be filled by direct recruitment including CSS, in addition to their participation in the open merit.

At present, the number of working strength of employees from minorities under the designated quota is 28,163 of which 19,081 are federal government civil servants, while 9,082 are employees of autonomous bodies.

The documents showed that the number of identified posts lying vacant against the 5% minority quota till 30-06-2020 was 3,943. As compared to the last year, the working strength of 1,348 minority employees has been increased till 30-06-2021.

It was stated that recruitment on 456 posts is under process.

The Establishment Division collects, maintains, update, monitors and publish statistics pertaining to minorities employees working in federal government departments through Annual Statistical Bulletins.

It is worth mentioning that the discretion of the decision to recruit in Ministries/Divisions/ Departments rests with the respective Heads/Principal Accounting Officers. The Establishment Division issued administrative instructions vide O.M No. 4/15/94-R-II dated 25-05-2018 and 22-04-2019 to all Ministries/Divisions for strict implementation of 5% quota reserved for minorities across the board in letter and spirit.

As a follow-up, letters were issued to all Ministries/Divisions on 20-05-2021 with a request to prepare a target-oriented implementation plan with a clear time frame to fill the vacant posts.

However, Ministries/ Divisions/Departments have not shared any clear time frame to conduct the tests/interviews of the posts advertised or to be advertised for filling up the vacant posts against the 5% minority quota.
