Administrative unwillingness to administer the state

Pakistan’s geopolitical reality is a double-edged sword; one side makes it important by placing it in a stronger position and the other side makes it vulnerable to all kinds of threats and cynical experimentations.

The events of the past two days are textbook examples of how our enemies are operating through domestic proxies but the situation also shows the painful reality of our administrative failure, primarily the failure of district management and secondary the failure of political administration.

If we look at the geopolitical ambiance, humanity is standing at the edge, steps away from falling into the abyss. In this critical juncture of regional uncertainty, expected global unrest reaching our door, chaos, and plight, Pakistan faces an internal dilemma of political and administrative unwillingness to administer a state.

Just imagine, a lunatic and charged mob decides to attack the capital and reaches the announced spot while civil and political administration seems least bothered and does nothing to stop them except trench digging on the Motorway. Are our politicians unaware of the fact that Pakistan is under attack by the masterminds who have been engineering ‘color revolutions’ at several places around the world? Color revolt is always systematic unrest created by foreign agents to exploit the existing ground realities. We all are familiar with the ground reality of Pakistan, such as inept civilian governments, high inflation, unemployment among youth, nepotism, and lack of responsibility to run the civic system.  The adversaries only exploit and amplify these realities.

Pakistan has been undergoing unusual and failed political, economic, and administrative experimentations since 2018 that resulted only hopelessness among youth who have been fully programmed to revolt against the system on the contrary system seems least bothered to address let alone handle this situation.

Having said that let me take you back to the May 9th attempt of mutiny in Pakistan which was an inch away from a full-fledged nightmare if the mastermind would have managed to produce one young dead body. Painfully, in every color revolution, the last step is always a few dead young individuals, and then the tsunami of the public organically completes the task. For recent examples, we can see that in Ukraine and Bangladesh, however, examples from the past will make a long list which is not necessary to provide here.

If every internal crisis is supposed to be handled by the Army then the question arises as to why we need civil administration and westernized Liberal Democracy?

Here the question could be why a color revolution in Pakistan among all other places, the answer could be simple yet complicated because it links Pakistan to the larger Global security initiatives led by China. Pakistan does not want to become a proxy against China which Imran Khan along with his cabinet comprising mostly of dual nationality holders promised his Anglo-Saxon patrons when he was prime minister. The only hurdle is the security forces of Pakistan therefore scapegoating and smearing campaigned against them is still in progress so is the hope for putting their expensive bet Imran Khan back in the office. Are our politicians aware of the gravity of the situation from what Pakistan is going through? Are they able to formulate any tangible framework to handle the situation? Are they serious about collectively achieving targets Pakistan desperately needs to survive?

The point here is if Pakistan is under attack via the Color Revolution project, then why do our civil administration and politicians seem so relaxed, chilling, and giving public appearances while completely neglecting the gravity of the situation?

I believe they think about the situation while traveling in expensive SVUs fueled with the hard-earned money of the public but they always transfer the buck to the Army to handle the situation under Article 245 of the Constitution. Why should they come out of their SUVs and confront charged mobs when they have soldiers who are trained to bail Pakistan out of any critical situation whether it is floods or chaotic law and order situation? Thank God our riot police are still trying to operate and perform duty. God forbid if there were a young dead body on the street, politicians and civil administration would not be responsible but the police and soldiers who are performing their duty on the road.

If there are rural/urban floods, heavy rainfall in Murree hills, earthquake in Balochistan, or expected civil/political unrest, politicians and their blue-eyed district administration ask the Army to manage the situation. It looks like the sole institution left working well is the Pakistan Army which is already overburdened.

People like me who live abroad feel frustrated when they hear about the perceivable failure of the economy, civil administration, and constant political tug-of-war in their motherland.

Can a country function like we are trying to run Pakistan, particularly when it is encircled by geopolitical threats, enemies are not at rest, and political infighting is not stopping? The domestic political drama being highly insensitive to a broader outer phenomenon does not care much, hence least interested in sovereignty and image building of the same very nation they want to be democratic by their political theatre.

The civil bureaucracy, supposedly an operational component, has instead proven itself time and again, to be a rusty, faulty machine with multiple operational hazards. It needs a complete overhaul instead of taking stop-gap measures. If the same administrative structure is intact, political governments would continue inviting the Army to handle ‘situations’ and then would blame the Army’s steps on administrative issues. The choice to overhaul the entire system lies with the politicians reshaping the civil administration for the smooth running of the country or inviting non-civilian institutions to fill the gaps because the country has to move on either through civilian or military bureaucracy.

I have another question. Why civil service is disinterested and whether we even need them is a right question at the moment, because if every internal crisis is supposed to be handled by the Army then the question arises as to why we need civil administration and westernized Liberal Democracy that instead of running Pakistan are becoming burden on Pakistan due to their political contradictions? I hope some pro-democrats will soon send me an answer.

PTI Protest at D-Chowk: Amin Gandapur managed to reach Islamabad

Islamabad, Pakistan: Despite digging trenches on the Motorway at Haro River bridge, sealing 26 entry points of Islamabad, sealing all entry points of Rawalpindi, and placing walls of cargo containers, neither the Islamabad Police nor Rawalpindi Islamabad administration could stop PTI’s protestors from reaching around the D-Chowk, the venue that was announced by CM Amin Ali Gandapur.

Gandapur reached Islamabad from Swabi in 48 hours with a procession of PTI followers for protesting at the D-Chowk Red Zone area although his procession faced a stiff response from the police. This is a lesson to political forces that governance is merely a dream if the governments are not popular among the masses and such governments have to take the support of the military under Article 245 to call the Army to manage the law and order situation.

Some journalists sitting in the National Press Club were of the view today’s event was a message to the State that if the ‘nip in the bud’ formula is not followed then the unruly mob can surely fight with the state administration.

They were of the view that CM KP Ali Amin Gandapur had been threatening the state institutions for a long but no appropriate action was taken against him. He already announced arms resistance against the State of Pakistan but no case was registered against him although he is creating hatred among policemen of KP against the Pakistan Army. This is of course one of the modalities of mutiny. Journalists from Peshawar claimed that Gandapur was behind the protest of suspended policemen from Lakki Marwat and Bannu against the Pakistan Army. It should be noted that the special force in the merged districts was set up in police uniforms in 2018 due to political interests and quotas – these people were not recruited based on basic competence and merit and they behave like clerks and lawyers instead of behaving like a regular discipline force. Some time ago, the South Waziristan police also went on strike to prevent FC from using smuggling vehicles.

It is also claimed by some journalists that Gandapur plans to incite anti-military sentiments in the province and use the police, levies, and special forces under the provincial government for wicked political purposes.

When asked to comments, a senior journalist, author, and analyst (name withheld on request) was of the view that Gandapur has been peddling anti-state and anti-army myths just to please his masters and KPK Assembly is playing a second fiddle that passed an anti-army resolution and all this is being done at a time when the Khyber Pakhtunkhwa province is playing a frontline role in the war against terrorism in the country. He was of the view that instead of focusing on the governance and performance of the province, Gandapur is spending his time creating an anti-state and anti-army narrative, which cannot be allowed.

CM Amin Ali Gandapur arrested from KP House Islamabad, reports media

Islamabad, Pakistan: Private media is claiming Islamabad Police arrested Chief Minister Ali Amin Gandapur for attacking the State of Pakistan and misusing state resources for private consumption.

However, police have yet not confirm his ‘official’ arrest. KP House has been sealed and nobody except law enforcement agencies can enter KP House. Inspector General (IG) Islamabad Police met Gandapur and informed him that he was under arrest for attacking the State of Pakistan. Meanwhile, official channels are yet to confirm the news. Meanwhile, official channels confirmed that a ‘process against Gandapur has been initiated for attacking the State of Pakistan, misusing provincial resources for private consumption and disturbing order in the country’. The Interior Ministry said that Gandapur has not been arrested. Meanwhile, the federal government is yet to share with the media how could Gandapur reach Islamabad was sealed with cargo containers since Thursday night.

Five more men in uniform laid their lives for motherland: Kh Asif believes Khwarijis are attacking Pakistan with the help of PTI

Monitoring Desk: Defence Minister Kh Asif while addressing media in Sialkot claimed that PTI’s Chief Minister Ali Amin Gandapur was bringing Afghan Taliban for attacking Islamabad and his party has invited Indian External Affairs to address PTI’s protest.

Asif said that he had no doubt that PTI was collecting anti-Pakistan elements to ambush Pakistan but it would not be allowed and those who are trying to harm the country would be dealt with iron hands.

The last 24 hours brought several shocks to PMLN-led governments in Punjab as well as in the Centre when PTI’s few hundred protestors kept the state power engaged on the roads of Rawalpindi and Islamabad. However, the PML-N government took a timely decision to call the Pakistan Army to bail the government out of the mess because the civil administration of Rawalpindi failed to manage the law and order situation at the juncture of Rawalpindi and Islamabad but Islamabad police effectively dealt with protestors and did not allow to enter into territory of Islamabad.

It is pertinent to mention that five more brave men in uniform laid their lives for their motherland on the night of October 4-5 in Spinwam, North Waziristan District while six Khwariji (diction Pakistan used for TTP) were sent to hell due to effective engagement by own troops.

During the intense fire exchange, Lieutenant Colonel Muhammad Ali Shoukat (Age: 43 years, resident of: District Faisalabad), a brave officer who was leading his troops from the front, fought gallantly and embraced shahadat along with his five men. The five brave soldiers who paid the ultimate sacrifice include Lance Naik Muhammad Ullah (age: 31 Years, resident of District Khyber), Lance Naik Akhtar Zaman (age: 30 years, resident of District Lakki Marwat), Lance Naik Shahid Ullah (age:29 years, resident of District Tank) and Lance Naik Yusaf Ali (age:31 years, resident of District Orkazai), Sepoy Jameel Ahmed (age:26 years, resident of District Swat).

A sanitization operation is being conducted to eliminate any other Kharji found in the area as the Security Forces of Pakistan are determined to wipe out the menace of terrorism and such sacrifices of our brave soldiers further strengthen our resolve.

Pakistan Army deploys in Punjab to handle security

Rawalpindi, Pakistan: Sensing the failure of the civil administration of Rawalpindi in dealing with PTI’s protests on October 4, 2024, the provincial government of Punjab has deployed the Pakistan Army to handle law and order in the province.

The announcement was linked to the apparent failure of civilian law enforcement agencies and the civil administration of Punjab to handle the situation on October 4, 2024, when PTI followers managed to engage the police and reach near D-Chowk Islamabad Islamabad that is in the Red Zone of capital. All roads leading to Islamabad were sealed with cargo containers and cell phone service was suspended in Rawalpindi and Islamabad.

In normal political circumstances, calling the Army under Article 245 is not an advisable decision but in sensitive circumstances owning to SCO Summit, the decision looks wise and timely. Article 245 of the Constitution of Pakistan says:

  1. The Armed Forces shall, under the directions of the Federal Government, defend Pakistan against external

aggression or threat of war, and, subject to law, act in aid of civil power when called upon to do so.

  1. The validity of any direction issued by the Federal Government under clause (1) shall not be called in question in any court.
  2. A High Court shall not exercise any jurisdiction under Article 199 in relation to any area in which the Armed Forces of Pakistan are, for the time being, acting in aid of civil power in pursuance of Article 245:

Provided that this clause shall not be deemed to affect the jurisdiction of the High Court in respect of any proceeding pending immediately before the day on which the Armed Forces start acting in aid of civil power.

  1. Any proceeding in relation to an area referred to in clause (3) instituted on or after the day the Armed Forces start acting in aid of civil power and pending in any High Court shall remain suspended for the period during which the Armed Forces are so acting.

The situation on the ground indicates this timely decision can help to maintain law and order situation in Pakistan during the time foreign delegates would be in Islamabad but this decision also shows civil administration and the political power of the ruling party have been strongly challenged by few hundred followers PTI.

By October 5 morning, the deployment of the Pakistan Army was completed in Islamabad as the Interior Ministry deployed the Pakistan Army under Article 245 on October 4, 2024.  Army troops are actively patrolling the area. To protect the life and property of the citizens and to maintain law and order, the Pakistan Army has started patrolling the entire area. The Army is also present and alert in the Chongi No. 26 area to deal with any emergency. The army has also been given unambiguous rules of engagement. No miscreant will be allowed to disturb law and order.

On October 4, 2024, this scribe did not find civil administration officers like the Assistant Commissioner or Deputy Commissioner Rawalpindi in action as they might have avoided putting them in the mess. This scribe covered the situation at Murree Road, Faizabad, Committee Chowk, and Dhok Kala Khan and found not a single important officer of district management. Similar inputs came from the Murree district and the Attock district. Yes, police were seen in groups of five to 10 persons but the true administrative power was not seen anywhere that surely encouraged protestors to march forward.

According to available information from Lahore, no Situation Room was not created in CM House and the political presence of the Punjab government was not reported while PMLN members of parliament avoided engaging with the situation. On the other side, the KP government with full administrative force headed the processions and encouraged people to reach 26 entry points of Islamabad. It was understood that catchment areas for reaching the venue fall into Punjab and KP provinces therefore proactive rule of civil administration of Punjab (Murree-Rawalpindi—Attock) could enhance administrative writ over PTI workers who were in few hundreds but well planned having strong will to reach the venue.

Two terrorists killed in Charbagh, Swat District

Monitoring Desk: On the night of 4/5 October, Law Enforcement Agencies conducted a joint intelligence-based operation in the general area of Charbagh, Swat District.

During the operation, after an intense fire exchange, two khwarijs including Kharji ring leader Atta Ullah alias Mehran were sent to hell. At the same time, one kharji was apprehended in injured condition.

Kharji Atta Ullah alias Mehran remained actively involved in numerous terrorist activities in the area including the Improvised Explosive Device blast on a Police Vehicle escorting the convoy of foreign dignitaries in Swat on 22 September 2024.

Sanitization of the area is being carried out to eliminate any other Kharji found in the area as security forces in coordination with law enforcement agencies are determined to wipe out the menace of terrorism from the country.

On the other hand, there is a possibility that PTI followers would remain active in and around Islamabad to disrupt the law and order and this situation would surely compromise the high security of foreign delegates.

By the time of submitting the story, PTI followers and police were engaged in Chungi 26, Faizabad, and Murree Road with police while the process of CM KP Ali Amin Gandapur was yet to arrive in Islamabad.

Islamabad Crime Reporters Association condemns Police brutality against journalist Tahir Naseer from Dawn News

Islamabad, Pakistan: The Islamabad Crime Reporters Association (ICRA) strongly condemns the brutal assault on Tahir Naseer, a reporter of Dawn TV, by Islamabad police during coverage of the PTI Protest in Islamabad.

In a statement, ICRA demands an immediate investigation into the incident and stern action against those responsible. According to Tahir Naseer, police demanded his press card, which he provided, but the official didn’t return his wallet later on, questioning this. He was slapped by a Sub-Inspector and beaten with a shovel.

Police also attempted to snatch Naseer’s mobile phone. ICRA President Qamar ul Munawar urged Islamabad’s Inspector General to:

1. Suspend involved police personnel immediately.
2. Ensure transparent investigations.
3. Protect journalists’ rights.

“Journalists should not face intimidation or violence while performing duties,” Munawar stated.

Islamabad, Pakistan: Capital police on Friday arrested two sisters of Pakistan Tehreek-e-Insaf (PTI) founder Imran Khan from D-Chowk who reached the protest venue despite Islamabad being sealed with cargo containers.

Aleema and Uzma Khan, sisters of Imran Khan, were detained by the police and were moved to the  Secretariat police station.

PTI workers and the police were engaged in Rawalpindi as well as in Islamabad and police used tear gas and rubber bullets while PTI workers kept the police engaged by throwing burning wooden logs.

On the other hand, Federal Minister Musadaq Malik and Atta Tarrar held separate press conferences and said that the Prime Minister of Malaysia was visiting Pakistan to further strengthen economic ties but PTI did not respect guests and tried to make a scene in Islamabad. They were of the view that inflation in the country was at the lowest level, IT revenues had increased significantly, foreign reserves had stabilized, IMF’s seven billion dollar program had been launched, friendly countries were visiting Pakistan for investment and Pakistan was going to host the SCO Summit on October 15-16 and then Saudi and Chinese delegations will also visit Pakistan soon.

On the other hand, they said that the same day when this good news was coming to Pakistan and the situation was getting better with each passing day, the chief minister of KP announced attacking the capital of Pakistan just to fulfill the desires of his leader. They were of the view that CM Gandapur was leading marches in Lahore, Islamabad, and in Rawalpindi but he was doing nothing for his province that has facing historic foreign debt. They stated that PTI always tried to discourage foreign investment and, most dangerously, now trying to disrupt the SCO summit on October 15-16.

PROTEST UPDATE (1804 HRS)
ISLAMABAD

Violent clashes have erupted between police and protesters at multiple locations in Islamabad and Rawalpindi, including:

– Jinnah Avenue in Blue Area
– Fazl-e-Haq Road
– D-Chowk
– Shamsabad area of Rawalpindi

Police have resorted to using tear gas shelling and other forceful measures against the protesters. The situation remains highly volatile, with ongoing confrontations between law enforcement and the demonstrators. Approximately 30 civilians have been arrested during the clashes.
