Is the India-Bangladesh tie at risk for sheltering deposed Hasina Wajid?

By Md. Kamruzzaman

Since the collapse of the 15-year-long authoritarian regime of Sheikh Hasina on August 5, 2024, as a result of a mass upsurge, the bilateral ties between India and Bangladesh are seemingly going through an unfriendly manner.

Hasina, the daughter of Bangladesh’s founding leader, Sheikh Mujibur Rahman, was in power from 2009 to 2024 and ruled the country in an autocratic style in the name of democracy. The three national elections held under her administration in 2014, 2018, and 2024 were marred by gross irregularities including intimidation, fake voting, and ballot stuffing on the previous night. And it was India who supported Hasina to continue her regime through all those farcical elections that were boycotted by the opposition political parties and earned huge criticism worldwide. After each of the above controversial elections, India hastily recognized the victory of Hasina, prompting the global stance in favor of the Awami League regime.
People were so shocked due to such a violation of their voting rights, one of their fundamental and constitutional rights. Under the authoritarian regime of Hasina, people were not able to raise their voices against the abuse of power. Even people had to face arbitrary detention and torture in police custody for minimal criticism against the government on social media while mainstream media was seemingly under the full control of the Hasina administration.
Extrajudicial killings, enforced disappearances, random detention, and inhuman torturing under police custody squeezed the role of the opposition political parties including the main opposition Bangladesh Nationalist Party (BNP), and the country was actually turned into a one-party state run by an extremely authoritarian ruler.
According to different human rights organizations and available media reports, nearly 700 people were the victims of enforced disappearances in Bangladesh during the regime of Hasina. Local rights body, Ain O Salish Kendra or Law and Arbitration Center, in a report, also recorded that at least 1926 people were the victims of extrajudicial killings during the Hasina regime.
Price hikes of daily commodities made life awfully difficult while due to uncontrolled money laundering and looting in the banking sector, the overall economy fell into a fragile condition. The foreign reserve funds declined to an alarming course, resulting in an adverse impact on the export and import sectors.
According to a white paper published on December 1 this year, on an average $16 billion was illicitly siphoned off from Bangladesh every year during Sheikh Hasina’s rule. The white paper was submitted by a committee formed by the interim government of Bangladesh running under Nobel Peace Laureate, Professor Doctor Muhammad Yunus.
Debapriya Bhattacharya, an economist and the distinguished fellow of the Dhaka-based think tank Centre for Policy Dialogue (CPD) submitted the report to the Chief Advisor of the interim government Muhammad Yunus.
Amid such a critical situation in the country, some students of Bangladesh started a minor movement in demand of reform in government jobs in early July this year. As per the existing system till then 56 percent of government jobs were under various quotas and there were huge reports of misuse and corruption in the name of the quota system.
The powerful Prime Minister Sheikh Hasina undermined the movement by insulting the students as the children and grandchildren of Razakars. Razakars were the collaborators of the Pakistani soldiers during the historic 1971 Liberation War of Bangladesh.

Trusted shelter in danger

The students stormed out on the streets in protests after such an insult and the already aggrieved general people spontaneously joined the movement and eventually, a minor student movement turned into a mass uprising. In the wake of such an unprecedented mass revolution, Hasina was forced to flee to India as her trusted place for shelter. After the assassination of her father and other family members on August 15, 1975, Hasina also took refuge in India.
During the July-August Movement, Hasina applied the state forces including the police, the elite police force of Rapid Action Battalion or RAB, and Border Guard Bangladesh or BGB on a massive scale to neutralize the mass protests. According to a government report, more than 1,000 people, mostly students and youths were brutally murdered while above 20,000 were injured during the movement. Hundreds of injured have lost their eyesight and other organs and are paralyzed now.
Due to such a massacre, more than 100 murder cases have already been filed against Hasina. Bangladeshi people are eagerly waiting to see justice against all sorts of human rights violations during the Hasina regime including massacres during the July-August mass movement. The people of Bangladesh are very fed up against India for sheltering Hasina who is accused of genocide.
The anti-Indian sentiment is rapidly mounting here. During the one and a half decades of Hasina’s regime, India blindly supported her and enjoyed all sorts of benefits from the Awami League government under Hasina whom the Bangladeshi people consider as the puppet of India. Even Hasina openly said that India will never forget what Bangladesh has given during her tenure.
Hasina administration did not raise its voice during the killings of unarmed Bangladeshi citizens by the Indian Border Security Force or BSF and against any hegemonic role of India like monopoly controlling of the water of all 54 common rivers and transit and transshipment facilities in Bangladesh with a very poor service charge, controlling over the main seaport in Chattogram and imbalanced trade.
According to rights watchdog, Ain O Salish Kendra (ASK), at least 594 Bangladeshi citizens were killed by Indian BSF across the border from 2009 to 2023 with Hasina as the Indian-blessed Prime Minister in Bangladesh. But during Hasina’s regime which is also the highest record of uninterrupted ruling by any political party, Bangladesh failed to raise the issue before India as well as at different global platforms.
Though both India and Bangladesh claimed many times during Hasina’s term that both were friendly nations and the bilateral ties reached a record high, people’s perception was that Hasina was completely subservient to India’s hegemony.

Strategy for true friendship

Now, it has been proved that India owns Hasina and Awami League instead of the people of Bangladesh after sheltering her and letting her do politics while staying there. To establish a real friendship with Bangladesh India must avoid this strategy and recognize Bangladesh as an independent country and close neighbor.
After the change in regime in Bangladesh through huge bloodshed that the people have marked as a second independence, Bangladeshi people are not at all ready to see the big-brother-like attitude by India. Now Hasina is continuously trying to destabilize the interim government of Bangladesh staying in India before the very nose of the Indian administration. Her aggressive voice and phone calls have been leaked several times in the last four months, raising tensions in Bangladesh.
So, it is very clear that India-Bangladesh relations cannot be improved unless India shuns patronizing Hasina and Awami League and acts for people-to-people connectivity. The long-established narrative in Bangladesh that the one and only ally of India in Bangladesh is Sheikh Hasina and her political party Awami League must be changed by India through its new role with the new government free of Hasina and authoritarianism.

Interested in working with the interim government

Indian Foreign Secretary, Vikram Misri, visited Bangladesh on December 9 this year in a one-day hasty tour and it was also the highest diplomatic level tour in Bangladesh from India after the fall of Hasina. There was an almost two-hour-long inclusive meeting between Misri and his Bangladeshi counterpart, Md Jashim Uddin. The Indian diplomat also met Bangladesh’s Foreign Advisor Md. Touhid Hossain.
Later, Misri briefed journalists, claiming that India is interested in working closely with the interim government of Bangladesh led by Yunus. He also said India wants to boost people-to-people connectivity between the two South Asian neighbors. He, however, reiterated Indian concerns over the safety and security of minority Hindus in Bangladesh though his Bangladeshi counterpart in a separate press briefing urged India not to interfere in Bangladesh’s internal affairs.
It is very clear that to normalize the relationship with Bangladesh and decline the anti-Indian sentiment from the hearts of Bangladeshi people, New Delhi must hand over Hasina to Bangladesh or any third country for justice against human rights violations under Hasina government, especially during the July-August Movement. At the same time, India must avoid the prevailing hegemonic policy against Bangladesh as the people of Bangladesh, who have a glorious history of bloody war to gain independence, are not at all ready to accept any external snooping.

The China-Kyrgyzstan-Uzbekistan railway project is considered the “Road of the New Century”

Monitoring Desk: The last week of December 2024 brought tangible development for Central Asian states, as the ceremony for the China-Kyrgyzstan-Uzbekistan railway project was held in Jalalabad, Kyrgyzstan. Chinese development analysts called this railway networking the “Road of the New Century.” The project will kick off in July 2025, and the China State Railway Group Co., Ltd. will complete it in six years.

US Think Tanks believe that China needs to complete it within the scheduled time because it is a very important project as it would serve Chinese interests of reaching Europe via the ‘Middle Corridor” which refers to the Trans-Caspian International Transport Route that starts in Turkey and passes through the Caucasus region, the Caspian Sea, Central Asia, and Western China. It is the shortest route between western China and Europe a route that does not include Russia and is subject to several US sanctions due to the Ukraine conflict.

Spanning more than 400 kilometers, the China-Kyrgyzstan-Uzbekistan railway project, or CKU, starts in Kashgar City (China’s northwestern Xinjiang autonomous region), passes through the Torugart Pass into Kyrgyzstan, continues west through the Kyrgyz border city of Jalalabad, and end in the eastern Uzbek city of Andijan. This project was shelved due to funding issues although it was planned to start around 20 years ago. CKU dates to 1997 when the three countries signed a memorandum on the construction of a railroad to link China’s Xinjiang province with the Andijan province of Uzbekistan through Kyrgyzstan’s Naryn and Osh provinces. Kyrgyzstan-designed map offers two different routes –Southern and Northern.

In September 2022, during the Shanghai Cooperation Organization’s summit in Samarkand, Uzbekistan, the three countries reached a deal to conduct a new feasibility study on the railway. The 2023 study estimated that roughly $4.5 billion would be needed to complete the 454-kilometer (282.1 miles) railway by following the Southern route although Kyrgyzstan wanted the Northern route, which is lengthier, more technically complicated, and costly, but this route offers an opportunity to connect the country’s Northern and Southern regions.”

“China’s watching” must be continued, advised the Biden Administration to forthcoming President Trump.

Monitoring Desk: Jake Sullivan, the outgoing U.S. National Security Adviser warned the forthcoming US Administration to continue the “China’s watching” policy and do not reduce support for Kyiv because the Ukraine conflict really matters for the Indo-Pacific because “China’s watching.”

The Biden Administration desired that “there should be more continuity than significant change concerning our Indo-Pacific strategy” and security circles within the US believe that adding Afghanistan into “China Watching” by aligning Afghanistan with India and providing financial support to Kabul should continue because it worked well and now US’s Indo-Pacific has expended reaching as far as Central Asian borders.US Indo- Pacific policy of “China Watching” does not means to align only those countries that are on Indo-Pacific rather those also who borders China.  Sullivan called Russia, China, North Korea, and Iran as adversaries and advised President-elect Donald Trump not to deviate from what the US had gained in Indo-Pacific.

It may be mentioned that the US recently brokered the Afghanistan-India rapprochement and a DW report titled “Why India is Boosting Diplomatic Relations with the Taliban” indicates that this is a move to counter China. It is understood that countering China is not the sole desire of India but it is an integral part of the Indo-US strategic partnership.

Had the Indo-Afghan strategic partnership been brokered by the United States?

Monitoring Desk: The Wednesday meeting of Indian Secretary of External Affairs Vikram Misri with the acting foreign minister of Afghanistan Amir Khan Muttaqi, in Dubai, testified that Afghanistan’s friends who brokered this meeting are satisfied with the results as both the countries decided to engage in sharing information for security updates, will get involved in development works, resume regular Kabul-Delhi flights and ensure presences of Indian workers in Kabul.

For a year, sane elements in Pakistan have been claiming that Washington, Delhi, and Kabul are on the same page over certain regional issues and constant financial help of the United States to Kabul was not without any reason. This meeting was held in the backdrop of news that Washington is constantly funding the Taliban and up to $87 million per week in cash, $10 million per month for the Taliban’s Doha office in Qatar, $446 million out of Operation Enduring Sentinel (OES). It was also claimed by a US-based Think Tank that $3.5 billion was taken from Afghanistan’s legitimate government reserves and channeled for use by the Taliban. Is this situation not alarming for China and Pakistan which are facing attacks of TTP on their citizens while TTP is being hosted by Afghan Taliban?

An article published in Express Tribune titled “Brewing US-Taliban proximity and Pakistan” claimed that the US might facilitate the re-emergence of Indian intelligence within Kabul as part of a larger deal with the Afghan Taliban – something that is sandwiching Pakistan between East and West borders where Indian interests are sitting on both sides. The meeting between the Indian Secretary of External Affairs Vikram Misri and with acting foreign minister of Afghanistan Amir Khan Muttaqi ended with a statement released by the Taliban’s Foreign Affairs Ministry confirming that India and Afghanistan will collaborate in security-related fields. New Delhi will get involved in development projects and provide humanitarian assistance to Kabul while Afghanistan will also use the Indian-run Chabahar port in Iran for its trade activities.

“The meeting marked the highest level of dialogue between India and the Taliban since the latter seized Kabul in August 2021” Indian media reported.

A DW report titled “Why India is Boosting Diplomatic Relations with the Taliban” indicates that this is a move to counter China. It is understood that countering China is not the sole desire of India but it is an integral part of the Indo-US strategic partnership. Intelligence circles believe that in June 2022, India sent a “technical team” to Kabul to coordinate the delivery of humanitarian assistance and to see how New Delhi could support the Afghan people, and members of this “technical team” were surely undercover Indian intelligence officers who with an understanding with Taliban landed in Kabul to operate for ‘joint interests in the region’. Out of this deal, India allowed Taliban representative, Ikramuddin Kamil, to work at the Afghan consulate in Mumbai.

It may be mentioned that in November, senior foreign ministry official JP Singh held multiple meetings with Taliban representatives, including a notable meeting with acting Defense Minister Mullah Mohammad Yaqoob to plan for an Indo-Afghan strategic partnership in the Defence field.

UK Grooming Gangs members were inspired by “rape apologist” Imran Khan

Monitoring Desk: Interesting discussions are underway in London’s South Asian communities after tweets by Elon Musk accusing UK Prime Minister Sir Keir Starmer of being “deeply complicit in the mass rapes in exchange for votes” and he also called Home Office Minister Jess Phillips as a “rape genocide apologist”.

The motion, proposed by Conservative Leader Kemi Badenoch, was defeated by Labour MPs by following UK’s Prime Minister Keir Starmer’s three-line whip to block the inquiry. The scandal, one of the darkest chapters in recent British history, involved the systematic abuse of vulnerable girls, primarily by British-Pakistani grooming gangs.

The thread of discussions links with Pakistan and its former prime minister, therefore, giving opportunities to South Asian groups to taunt and equate Jess Phillips and Labour Party with Imran Khan because some of the accused of Pakistani and Indian descent from UK Grooming (raping) Gangs claim that they were inspired by Imran Khan’s statement that “if women are wearing few clothes, men cannot control and are justified to rape them” and his overall lifestyle that evolves around fancy cars, young white girls, alcohol and drugs, party sexy and death threats. There was also an unmistakable pattern in how the gangs operated and thrived since the 90s.

It may be mentioned that Elon Musk recently indicated that the UK government is trying to put a serious issue of gang rapes under the carpet and he described Home Office minister Jess Phillips as a “rape genocide apologist”. Human minds trigger with already available data so many South Asian groups immediately link Jess Phillips and the act of ruling the Labour Party with Imran Khan who is infamous for his comments that fell under ‘rape apologist’. In an interview, Imran Khan categorically said: “If women are wearing few clothes, men cannot control her and are justified to rape them”.

According to available information at least three accused of “UK Grooming Rape Gangs” indicated that their (Pakistani) prime minister Imran Khan inspired the whole of their lives who (Imran Khan) enjoy a lifestyle that evolved around fancy cars, young white girls, alcohol, and drugs and sex parties. They (the accused) almost uttered the same statement that Imran Khan gave in his interview stating that if women are wearing few clothes, men cannot control them and are justified to rape them.

The war on corruption launched by MD APP Asim Khachi is causing him death threats

Islamabad, Pakistan: The war on corruption launched by Managing Director APP Asim Khachi is causing him death threats while DIG Islamabad has taken notice of the situation.

Asim Khachi, a career bureaucrat unearthed corruption of over Rs. 1.5 billion in state-run News Agency Associated Press of Pakistan (APP) after taking charge of the organization and he took swift action against culprits who are mostly employees of the APP but they also collaborated with outsiders for mega corruption. Having the political linkages and deep-rooted networking within the Ministry of Information and Broadcasting, the accused were considered ‘beyond the reach of anybody’ and were confident that nobody would dare to put a hand on them. However, Asim Kitchi not only gathered documented proof of their corruption rather moved ahead with the registration of cases against them. Now the matter is in court and the culprits want MD APP not to pursue the cases. In an attempt to harass Kitchi, they threatened him that he would be killed if he did not stop to pursue the cases in court.

The cases are related to 20 fake recruitments and 1.5 billion rupees in corruption against alleged ringleader Arshad Majeed whose son Chavez Arshad started making threats and public attacks with goons against witnesses. A month ago, a complaint was filed against the accused in Aabpara police station, the SHO did not take any action due to pressure from the mafia or because his fist was hot. DIG Islamabad Syed Ali Raza has now assured immediate action against the accused Chavez Arshad, who threatened to kill Muhammad Asim Khachi and bomb his family.

A delegation of APP journalists led by APP Employees Union President Malik Khizr, General Secretary Nadeem Iqbal, and Director Crime and Courts Malik Rashid attended the Khuli Kachari (Open Court) in Aabpara police station, Islamabad and informed DIG Islamabad Syed Ali Raza that MD APP Muhammad Asim Khachi had investigated a case of corruption and fake recruitment worth Rs 1.5 billion in the institution and handed over the case to the FIA. In the fake recruitment case, mafia leader Arshad Majeed and other accused were convicted and remained in jail, while the inquiry into other cases of corruption is ongoing. Due to this, Chavez Arshad, the son of Arshad Majeed, threatened to kill MD Muhammad Asim Khachi and blow up his family with a bomb and asked to close the inquiry immediately. In court, Chavez Arshad tried to attack the APP legal team along with the gangsters several times. MD APP Muhammad Asim Khachi applied for action at Aabpara police station on December 12, 2024, and after that, he also made repeated reminders but the SHO of Aabpara police station showed extreme negligence and carelessness and did not pay any attention. The accused got a free pass, after which the accused started surrounding MD APP and other employees of the institution. Unknown persons were seen roaming outside the APP. The vehicles were chased and on January 8, 2025, the accused Chavez tried to attack the President and General Secretary of the APP Union. The APP MD, legal team, and other employees are facing serious threats from the corrupt mafia.

DIG Islamabad Syed Ali Raza, after hearing the complaints of APP journalists, issued instructions to start immediate action in this regard and said that the protection of all employees and journalists is the primary responsibility of the police. He assured that the elements threatening to kill a senior government official will be brought to justice.

Meanwhile, the Association of Private News Agencies of Pakistan (APNAP) has demanded immediate security of AAP employees including the MD of the organization. Agha Iqrar Haroon has demanded the Minister of Information and Broadcasting Attaullah Tarar take notice and demand action within the Ministry or outside who protect the culprits.
