MoPDR to hold two-day Workshop on Civil Service Reforms from 14th

Islamabad, Pakistan: The Ministry of Planning Development & Reform (MoPDR) will hold a two days National Consultative Workshop on ‘Implementing Civil Service Reforms’ on September 14-15, 2015 in Bhurban.

The national workshop on civil service reforms is aimed at disseminating Planning Commission’s civil service reform agenda that forms part of its programme on “Reforms and Innovation in Government for High Performance”; sharing feedback from provinces on key issues affecting civil services and seeking feedback from stakeholders at the national level; agreeing upon and finalizing the proposed reform programme and its roadmap; deliberating on and agreeing on effective and robust implementation strategies for the programme; and identifying success stories, replicable models and potential pilots to create traction and momentum for civil service reform.

It is pertinent to mention here that the government has developed Vision 2025, which recognizes institutional reform and modernization of public sector as one of the seven pillars of development and growth framework. To actualize this pillar of Vision 2025, the Prime Minister of Pakistan has directed the MoPDR to propose and implement a program for enhancing efficiency, effectiveness, transparency and accountability of the public sector through institutional change and robust performance management. In order to support the government in this task, UNDP has signed a four-year programme with MoPDR titled “Reforms and Innovation in Government for High Performance”.

One of the key components of the programme is undertaking civil and public administration reforms, providing an enabling institutional structure for modernization of civil service and promoting citizen-centric governance. To support implementation of this component, MoPDR has conducted a number of consultative workshops on the subject in provincial capitals, where feedback has been sought from a wide array of stakeholders on a number of issues surrounding the administrative and civil service reforms.

The MoPDR is now undertaking the final workshop at the national level, to consolidate the discussion so far, and finalize the contours and implementation of the proposed programme.
